On Thursday 19 and Friday 20 January 2023, at the NSA HOTEL in Grand-Bassam, the structure in charge of monitoring the management of public enterprises, the Directorate General of the State Owned Entities (DGPE), organised its fourth review seminar on the theme "2022 review, 2023 prospects and status of implementation of the 2021-2025 strategy of the State Portfolio".

This seminar was chaired by the Deputy Director of Cabinet of the Minister of Budget and State Owned Entities, Mr KEHO Yaya, who represented the Minister of Budget and State Portfolio, Mr Moussa Sanogo.

This meeting was aimed, on the one hand, at assessing the activities carried out by the DGPE during the year 2022, particularly through the implementation of the 2022 Strategic Action Plan (SAP) and the status of implementation of the 2021-2025 strategy. On the other hand, it was a question of proposing a matrix of actions to be carried out within the framework of the SAP 2023 and to reflect on the implementation of the 2021-2025 strategy for the year 2023. 

The first day was devoted to an official opening ceremony in plenary session, marked by three (3) speeches, five (5) presentations and work in committees. The second day was devoted to the continuation of the work in committees and the adoption of the General Report.

As regards speeches, three (3) interventions were made by the following personalities:

- Mrs. N'GOM Aminata, President of the Organising Committee of the seminar;

- Mr BAMBA Seydou, Director General of the State Portfolio

- Mr KEHO Yaya, Deputy Director of Cabinet, Chairman of the seminar, representing the Minister of Budget and State Owned Entities.

After the customary greetings by Mrs N'Gom Aminata, Mr BAMBA Seydou set the context of this seminar before paying a vibrant tribute to the Minister of the Budget and the State Portfolio for his special attention to the activities of the DGPE.

Mr KEHO Yaya, for his part, spoke words of encouragement to the agents while indicating the expectations of Minister Moussa SANOGO.

The representatives of the five central directorates of the DGPE, namely, Mr. AMANGOUA Parfait, Head of Service at the Directorate of the Portfolio of the Primary and Secondary Sector (DPSPS), Mr. GBOTTA Jean-Claude, Head of Service BTP at the Directorate of the Portfolio of the Tertiary Sector (DPST), Messrs NOUAMAN Daniel, Head of Service Accounting and MIESSAN Adouko, Deputy Director Finance at the Directorate of Strategy and Expertise (DSE), Mr. OBOU Gérard, Head of the Legal Affairs Directorate (DAJ) and Miss OUATTARA Maïmouna, Research Officer at the Human Resources and Communication Directorate (DRHC), took turns to present the activity reports including the PAS 2022 and the assessment of the strategy programme of their Directorates. 

Five (5) commissions set up and headed by Messrs DOUMBIA Thiékoro, Director of Strategy and Expertise, ASSI Franck Arnaud, Director of the Primary and Secondary Sectors Portfolio, TOURE Prosper, Director of the Tertiary Sector Portfolio (DPST), CISSE Makhete, Director of Human Resources and Communication, TAYORO Dominique, Director of Legal Affairs, reflected, discussed, analysed and formulated proposals on the following themes

- Commission 1: Review of the SAP 2022, development and implementation of the SAP 2023;

- Commission 2: Review of the 2022 strategy programmes and prospects;

- Commission 3: Management of monitoring tools for public enterprises;

- Commission 4: Monitoring of the database of the mandates of directors representing the State on the boards of portfolio companies;

- Commission 5: Review of audit missions and studies carried out from 2018 to 2022, examination of texts (CCM, decrees, bills, etc.) finalised and in the process of being adopted or due to be finalised in 2023.

At the end of this work, which was held over two (2) days, and in view of the difficulties encountered, several recommendations and proposals were made for the effective implementation of the 2023 Strategic Action Plan, as well as the validation of an action plan with deadlines for completion and the designation of those responsible for the implementation of each of the actions. 

The closing ceremony of this seminar was presided over by the Director General of the State Portfolio, who, on behalf of the Minister Moussa SANOGO, congratulated the Organising Committee, which had spared no effort to ensure that the seminar took place in good conditions. He also thanked the participants for the work done in the commissions, the objectivity and relevance of their recommendations and encouraged them to implement the conclusions of this seminar.
