Mandates of the ministry

The mandates of the Minister of Budget and State Owned Entities, established under the Act related to the powers of members of the Government, consist in the implemention of the Government's policy in budgetary, customs, fiscal, public procurement and State owned entities’ management matters. To carry out its duties, the Cabinet of the Minister is organised around the following Units :

  • The Macroeconomic Analysis Unit ;
  • The Budget and Public Procurement Unit ;
  • The Taxation Unit ;
  • The State Owned Entities’ Management and Projects’ Monitoring Unit ;
  • The Support Functions Unit.

In details, the mandates of the Ministry are as follows :

Budgetary matters

  • Preparation and presentation of the Draft Budget Bill ;
  • Monitoring of budget implementation ;
  • Preparation and presentation of the finance settlement bill ;
  • Financial management of the Government’s assets and property ;
  • Participation in the management of the State's real estate assets abroad ;
  • Participation in the negotiation and signature of agreements and conventions with foreign partners.

Customs matters

  • Preparation and implementation of draft customs legislation and regulations ;
  • Preparation and follow-up of bilateral and multilateral customs agreements ;
  • Collection of customs’ revenues and the protection of the national economic territory ;
  • Follow-up of customs cooperations instruments, particularly those regarding the Economic Community of West-African States (ECOWAS), the West-African Economic and Monetary Union (WAEMU), the African Union (AU) and the Economic Partnership Agreements (EPA).

Domestic tax matters

  • Implementation of fiscal and parafiscal policy, legislation and regulations ;
  • Preparation, negotiation and implementation of international tax conventions ;
  • Design, creation and management of the land register in urban and rural areas ;
  • Land and mortgage registration ;
  • Collection of tax revenues ;
  • Promotion of fiscal citizenship.

Management of State owned entities

  • Financial supervision and control of State Owned Entities’ operations ;
  • Representation of the Governement in boards of directors of State-owned entities ;
  • Monitoring of debt of State-owned entities, in coordination with the Minister in charge of the Economy and Finance ;
  • Monitoring privatisation and post-privatisation operations of State-owned entities;
Public procurement

  • Technical and legal advice and assistance to contracting authorities, in particular for public procurement planning ;
  • Examination and authentication of tender documents ;
  • Examination of contract approval files, in the cases provided for by the regulations ;
  • Centralisation and publication of tenders in the Official Bulletin of Public Contracts of the Republic of Côte d'Ivoire ;
  • Control of the regularity of public procurement procedures ;
  • Validation of proposals for the award of contracts and autorisation of simplified or derogatory procedures ;
  • Monitoring and evaluation of the execution of public contracts ;
  • Centralisation and dissemination of the regulations and any other information on public procurement ;
  • Reform of the regulations and procedures related to public procurement ;
  • Supervision and control of the functioning of public procurement units ;
  • Management of databases on public procurement ;
  • Production of statistics and conduct of studies related to public procurement.
