The Ministry’s mandates



The mandates of the Ministry of Budget and State Entities are defined by the Decree No. 2021-190 of April 28, 2021 on the powers of members of the Government. According to Article 13 of the said decree, the Ministry of Budget and State Entities is responsible for implementing the Government's policy on budgetary, customs and tax matters, public procurement and management of the State Entities. To carry out its duties, the Office of the Ministry of Budget and State Entities is organized around the following departments:

  • The Macroeconomic Analysis Department;
  • The Budget and Public Procurement Department;
  • The Taxation Department;
  • The State Entities Management and Project Monitoring Department;
  • The Support Functions Department.

The detailed mandates of the Ministry are as follows:

Budgetary matters

  • Prepare and present Finance Bills and Settlement Bills;
  • Monitor the implementation of the budget;
  • Approve public contracts and leases to be awarded by the State;
  •  Financially manage the State's administrative assets and property;
  •  Participate in the management of the State's real estate assets abroad, in liaison with the Ministries of Foreign Affairs, Construction, Economy and Finance;
  • Participate in the negotiation and signature of agreements and conventions of an economic and financial nature, in particular those concerning all external financial assistance, loan contracts, loans and deferred payment conventions, including 1itrisations, contracted by the State and decentralized communities, in liaison with the Minister in charge of the Economy and Finance.

Customs matters

  • Prepare and implement draft legislation and regulations in customs matters;
  • Prepare and follow-up on bilateral and multilateral customs agreements;
  • Collect gate receipts and secure the national economic territory;
  • Follow-up on customs instruments of sub-regional and African integration, particularly those regarding the Economic Community of West-African States (ECOWAS), the West-African Economic and Monetary Union (WAEMU), the African Union (AU) and the Economic Partnership Agreements (EPA).
  • Domestic tax matters

    • Implementation of fiscal and parafiscal policy, legislation and regulations;
    • Prepare, negotiate and implement, international tax conventions;
    • Design, create and manage land registration in urban and rural areas;
    • Conduct Land and mortgage registrations;
    • Collect tax revenues;
    • Promote fiscal civic-mindedness.

    Management of State entities

    • Financially supervise National Public Establishments, State Entities, Entities with public financial participation, executive agencies and legal entities of a particular type;
    • Conduct permanent budgetary controls of National Public Establishments and approve their accounts;
    • Monitor, control and assess State Entities;
    • Represent the State in the constituent and general assemblies of State Entities, Entities with public financial participation, National Public Establishments, executive agencies and legal entities of a special type;
    • Represent the State on the management boards and boards of directors of State-  Entities, Entities with public financial participation, National Public Establishments and legal entities of a special type, in conjunction with the Ministry in charge of the Economy and Finance and the Ministry responsible for technical supervision;
    • Monitor and manage the indebtedness of State Entities, Entities with public financial participation, national public establishments, executive agencies, and legal entities of a special type, in liaison with the Minister in charge of the Economy and Finance
    • Monitor privatization and post-privatization operations of State Entities, Entities with public financial participation, executive agencies, and legal entities of a particular type, in liaison with the Minister in charge of the Economy and Finance and the Ministers responsible for technical supervision
    • Manage the liquidation of National Public Establishments, Entities with public financial participation, executive agencies and legal entities of a particular type, in liaison with the Ministry in charge of the Economy and Finance, and management of the liquidation of real estate, in liaison with the Ministry in charge of Construction;
    • Participate in any operation likely to have an impact on the State Entities, in particular the creation, transformation, and participation in any operation likely to have an impact on the State Entities, in particular the creation, restructuring, and merger of Entities or the acquisition of holdings.
    Public procurement

    • Advice and technical and legal assistance to contracting authorities and project owners, in particular for the planning of public procurement and support for the budgeting of orders;
    • Examination and authentication of tender documents;
    • Examination of contract approval files, in the cases provided for by the regulations
    • Manage tax disputes;
    • Centralization and publication of tenders in the Official Bulletin of Public Markets of the Republic of Côte d'Ivoire;
    • Pre and post controls of the regularity of public procurement procedures, and controls of the regulation application on public markets at large;
    • Validation of proposals for the award of contracts as well as authorization of derogatory procedures;
    • Monitoring and evaluation of the execution of public contracts;
    • Centralization and dissemination of regulations and any other information on public procurement;
    • Reform of regulations and procedures related to public procurement;
    • Supervision and control of the functioning of public procurement units;
    • Creation and management of databases on public procurement;
    • Production of statistics and conduct of studies related to public procurement.
