The Financial Control Department is responsible
for ensuring the proper execution of the budget in accordance with the laws and
regulations.
This Department examines the sustainability of the
draft budget and exercises an a priori control mission when the expenditure is
committed.
The Financial Control Department has a mission to
advise authorizers, particularly in the organization of internal controls and
the implementation of management control systems.
After the budget execution, the Financial Control Department exercises an a posteriori control mission for the evaluation
of the performance of programs. It also exercises an a posteriori control of
the State's assets.
The Observatory of Non-Jurisdictional Complaints on Land Matters (OPF)
The OPF
is an administrative body for permanent monitoring and an instrument to assist
in decision making for the improvement of the quality of land registry and land
conservation services as well as the satisfaction of taxpayer-clients.
In this
respect, it is responsible for:
receiving and investigating non-jurisdictional
complaints lodged by the taxpayer-clients of the land registry and the cadastre;
periodically assessing the level of satisfaction of
taxpayer-clients with regard to the quality of services provided by the tax
administration in land matters throughout the national territory;
to propose recommendations on the dysfunctions that it
is seized of in the execution of the services offered by the tax administration
in land matters to its users;
to formulate proposals and recommendations for reforms
aimed at improving the functioning of the land and cadastral services;
to disseminate data relating to the management of
complaints in land matters;
to ensure a permanent role of monitoring, alert and
anticipation; to assist the Minister in charge of the Budget by giving opinions
and possibly making observations in land matters;
to propose, in accordance with the rules in force on
disciplinary matters, sanctions to the Minister in charge of the Budget, in
case of proven complaints lodged against an agent of the Land Registry.
